Cross-Impact Scenario Policy Analysis

A free open access tool for policy analysis

CRISPA‑SIS is a digital environment developed by the Mobilise research group at the Vrije Universiteit Brussel (VUB) to support strategic foresight, scenario development, and policy design. The platform brings together two complementary methodologies: CRISPA, created within the Innoviris‑funded Remobilise project, and SIS, a structured approach detailed in recent academic work. Both methods are grounded in the Cross‑Impact Balance (CIB) analysis framework, a recognised technique for mapping how different societal, technological, environmental, and political factors influence one another.

Through CRISPA‑SIS, users can explore alternative futures, assess the interactions between key drivers of change, and build policy packages that remain effective across multiple scenarios. The platform includes tools for stakeholder‑based impact scoring, enabling users to quantify, visualise, and compare the expected effects of interventions. This makes it valuable for policymakers, researchers, and organisations seeking evidence‑based, future‑proof strategies.

By combining methodological rigour with an accessible interface, CRISPA‑SIS supports informed decision‑making and encourages collaborative exploration of complex societal challenges.
